Ludmila completed a Bachelor’s degree in Law, a Bachelor’s degree in Philosophy: Global and Comparative Perspectives, and a Master’s degree in Constitutional and Administrative Law at Leiden University. During her studies, she volunteered at the Haagse Wetswinkel, a legal advice centre. There, she advised people with an income below a certain threshold on a wide range of legal matters and represented them in proceedings before the subdistrict court. She also worked at the Dutch Tax and Customs Administration, handling objections.

In addition, Ludmila completed student internships at two law firms in The Hague, working in their European and Competition Law and Administrative Law practices. After graduating, she joined the Ministry of Social Affairs and Employment as an attorney specialising in objection and appeal proceedings. These experiences have not only given Ludmila a strong legal background, but also a thorough understanding of how public authorities operate.

Ludmila has been working in the Property Law and Environmental Law practice since 2026, where she is part of the Administrative Law team. Within this team, she focuses primarily on environmental law and administrative enforcement law.

“What I particularly enjoy about administrative law is the scope for applying the principle of proportionality. If you can substantiate why a decision is disproportionate, there may be grounds to depart from the strict application of the law. These are exactly the kinds of issues you can always wake me up for.”
