Berber completed a Bachelor’s degree in Law and a Master’s degree in Constitutional and Administrative Law at Leiden University. During her studies, she volunteered at Wetswinkel Delfland, a legal advice centre, and completed an internship at the Ministry of Justice and Security.

Before moving into private practice, she worked as a lawyer at the Administrative Jurisdiction Division of the Council of State. In this role, she handled a wide range of administrative law matters, including cases involving regulatory supervision and enforcement. This experience enables her to approach proceedings from different perspectives.

Berber has been an attorney at Kneppelhout since 2026. She is part of the Property Law and Administrative Law practice.

• Preparing administrative law disputes for hearings, advising members of the Council of State on these matters, and drafting judgments and draft judgments in the areas of regulatory supervision, enforcement and public order, access to government information and privacy, and the Dutch General Administrative Law Act.
